Personal Biography
Donald Carter serves as the Programs Coordination Director at Positive Steps, LLC. A native of Baltimore, Maryland, and a graduate of Towson University, Donald joined Positive Steps in 2014 as a part-time PRP worker, dedicated to helping clients identify and secure resources to achieve and maintain positive stability within their communities.
Before joining Positive Steps, Donald accumulated over 29 years of diverse experience in the human services field. His extensive background includes roles as a therapeutic crisis intervention trainer, campus administrator, program administrator, and manager in foster care and adult day care settings. Additionally, Donald has worked in various administrative and managerial capacities for local, regional, and national companies, and has experience as an entrepreneur. His commitment to community service is further demonstrated through his volunteer work in mentorship collaborations, community outreach programs, and ecumenical operations.
As the Programs Coordination Director at Positive Steps, Donald provides collaborative programmatic support and coordination with directors, clinicians, and direct care staff. His role ensures the delivery of consistent quality services across the agency. Donald is also responsible for client outreach and issue resolution, conducting data analysis of programs and services, and performing quality assurance reviews and monitoring.
